Overview

• replaces all references to User that were really references to (new-ish model) Member with the appropriate refs to member.
• consolidates duplicate IDM user data retrieval actions
• removes unnecessary "user" model related logic
• cleans up somewhat awkward UI implementation of retro locking/unlocking feature
• moves client-side socket subscription logic for cycle voting results from the view container to actions/action creators.
